Jonathan has over 18 years' experience working with policymakers and government organisations in Europe and Asia.

He works closely with international organisations (World Bank, Asian Development Bank, APEC and ASEAN Secretariats) and leading technology companies (AWS, Meta, Microsoft, Salesforce) to develop research on a wide range of policy issues, including the digital transformation of governments and the impact of AI governance in Asia's digital economies.

He is a certified AI Governance Professional (AIGP) and contributes as a subject-matter expert to several United Nations and ITU working groups, including on Digital Public Infrastructure safeguards, Agentic AI for cities, and Digital Development Goals.

Most recently, Jonathan has led the development of the ASEAN AI Safety Network Feasibility Study, supporting ASEAN Member States and the ASEAN Secretariat in designing a regionally coordinated approach to AI safety governance. This work provided a detailed and implementable blueprint for operationalising the Network from 2026, positioning it as a practical platform for coordination, capacity building, technical cooperation, and policy alignment on AI safety across Southeast Asia.

Jonathan has also developed the ASEAN Responsible AI Roadmap (2025-2030), a framework that provides ASEAN member states a set of actionable steps to accelerate and advance responsible AI based on their unique needs, priorities, and capabilities. He also led the development of the Greater Mekong Subregion (GMS) Digitalisation Action Plan (2025–2027), which outlines actionable steps to enhance digital infrastructure, promote cross-border interoperability, and foster digital innovation across GMS economies.

Beyond advisory and project work, Jonathan has contributed to a wide range of reports, white papers, op-eds, and articles on AI governance, cross-border data flows, and the inclusive and sustainable digitalisation of governments and economies.

Jonathan started his career as a Social and Economic Policy Analyst at the OECD, where he conducted qualitative and quantitative research that was used by policymakers to design and orient a wide range of policy-related decisions (family, labour, and healthcare policies). He has also worked with the Economist Intelligence Unit (EIU) and for DBS Bank as a consulting analyst, designing and conducting custom research projects for business and government leaders throughout the Asia-Pacific.
