Kok-Chin (KC) Tay is widely recognized as a global thought leader in Smart and Sustainable Cities. He currently serves as a member of the Global Advisory Board of ESI Thoughtlab, a Philadelphia-based think tank, and is the Chairman of the Smart Cities Network, where he led the partnership with the UN-Habitat Cities Investment Facility.

Previously, Mr. Tay was the Executive Director (ASEAN) for the Smart Cities Council. He also held senior leadership roles at IBM as the ASEAN Leader for Smarter Planet and Smarter Buildings, during which he managed the Smarter Cities Challenge for Singapore.

In addition to his industry leadership, Mr. Tay contributes extensively to education and regional development. He is a Visiting Professor for Smart City courses at the National University of Management (NUM) in Cambodia and also serves as a Smart City Consultant to Cambodia for the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP).
