Leonard Ong

Director of Sector Governance, Synapxe
Singapore

Leonard Ong is a Singapore-based cybersecurity, risk, and technology governance leader with over 25 years of experience across regulated industries — spanning public healthcare, pharmaceuticals, financial services, telecommunications, and technology in both the public and private sectors. He is recognised for repeatedly building security and GRC functions from the ground up in large, complex, multi-stakeholder environments and transforming them into trusted business enablers.

Leonard has served as Director of Sector Governance at Synapxe, Singapore's National HealthTech agency, where he leads national cybersecurity governance for the country's public healthcare sector — overseeing 150,000 users and endpoints and more than 130,000 medical and operational technology (OT) devices. He develops cybersecurity policy, manages enterprise risk, and engages directly with regulators including MOH, CSA, and HSA. Under his leadership, the sector achieved S$360 million in cost avoidance in FY2024 while raising sector-wide compliance and cyber maturity.

Prior to Synapxe, Leonard served as Senior Director and Regional CISO at GE HealthCare, where he pioneered the cybersecurity function across Asia Pacific, covering five of seven global regions, and drove ISO 27001 certification across China, Japan, India, Latin America, and Asia Pacific. As Group CISO at Fullerton Health Group, he established an inaugural group-level security function reporting directly to the President and CEO. At MSD International (Merck & Co.), he led a multidisciplinary GRC team of 18 across Asia Pacific and Japan, securing a S$1.5M government grant to develop cybersecurity talent. Earlier roles include Head of Global Information Security Risk at Barclays Capital, Head of Security for Asia Pacific at Nokia Siemens Networks, and various corporate security leadership positions at Nokia over seven years.

A long-standing pillar of the global cybersecurity community, Leonard served four terms on ISACA's International Board of Directors and chaired its Finance Committee, providing strategic oversight of a global non-profit with over US$120 million in revenue and 159,000 members. He is a Lifetime Member of ISACA and an elected Fellow of the Singapore Computer Society, and currently serves on the Asia Advisory Board of the International Association of Privacy Professionals (IAPP). He is also a Fellow of Information Privacy (FIP) with IAPP.

Leonard holds a Master of Computing from the National University of Singapore and is pursuing an MSc in Artificial Intelligence Engineering and an Executive MBA from Quantic School of Business & Technology. He holds an extensive portfolio of professional certifications in information security (CISSP, CISM), governance and risk (CISA, CRISC, CGEIT), privacy (FIP, CIPP/A, CIPM), and cybersecurity practice — including more than 25 active GIAC certifications. He is a boardroom-tested, regulator-fluent, and award-winning speaker across the region and globally.
