Lucy Macleod is multi award winning senior London Fire Brigade officer with over 17 years’ experience across frontline operations, technical rescue and crisis response and a National Tactical Advisor for Urban Search and Rescue.

A 2026 Churchill Fellow, Lucy’s international research programme, No One Left Behind, explores global approaches to bariatric rescue during disasters and major incidents, informing future UK national operational guidance to ensure rescue is safe, effective and dignified for everyone.

Lucy holds an MSc in Disaster and Crisis Management and is a Fellow of the Institute of Civil Protection and Emergency Management and the Institute of Search and Technical Rescue, where she was the first woman awarded Fellowship.

She is Assistant Director of UKRO, a Fire Aid Steering Committee member and a passionate advocate for international collaboration and inclusive emergency planning. Lucy is also the author of the Lucy & Blue children’s series, challenging stereotypes and inspiring the next generation of emergency responders.
